Technical Lifting Lead


Job Specification

Job Purpose * Support the Head of Technical Lifting in guiding and supporting projects teams with extensive knowledge on lifting operations, safety protocols and best practices.

* Maintain a robust and effective assurance process for the Lifting discipline within the MP/NFPS Projects, to ensure compliance and consistency to company standards.

* Review, consolidate and update MP/NFPS Lifting Standards and best practices.

* Reduce Company Strategic Risk exposure by participating in HiPo Lifting Incident Investigations, identify causal factors and root causes, recommend corrective actions and manage the mitigations implementation close out within the overall MP/NFPS Projects.

* Frequent contact with Head of Technical Lifting, Projects Site Lifting Specialists, T&I and HUC Managers, Construction Managers, Projects Management Teams and Onshore/Offshore Operations Teams

* Frequent contact with OPCO Lifting SME, and Project Management Teams to ensure the lifting operations are prepared and executed in compliance with MP Lifting Code of Practice and OPCO Code of Practice for Lifting Equipment

External

* Frequent contact with Third Parties, Subcontractors, Vendors, EPC Contractors, certification authorities and training centers


Job Context & Major Challenge(s)

* Multiple concurrent onshore/offshore projects at different stages of execution.

* Establish effective communication and strategic connection among critical stakeholders to identify and implement solutions in a timely manner.

* Interfaces with project teams and departments on resolving lifting discipline related issues that requires effective communication, initiative, flexibility and the ability to induce collaboration.

* Facilitate synergies among project teams, to optimize efficiency and consistently maintains compliance to company lifting procedures and standards.

* Risk based evaluation of technical and lifting execution issues that may have significant safety and commercial impacts to overall projects execution.

* Facilitate and support resolution-oriented communication among lifting operations stakeholders including contractors, third parties, certification authorities.

* Strong commitment to Safety Leadership supported by extensive knowledge of safety protocols and best practices associated to the Lifting Operations (Onshore & Offshore).

* Works in a highly visible project environment with large capital expenditures and significant schedule execution pressures.


Key Job Accountabilities

1. Applies QELNG MP&NFPS Lifting Code of Practice to provide guidance to the project teams and to the Projects Site Lifting Specialists.

2. Review and recommend improvements to key practices, procedures and plans ensuring effective and smooth project execution. Promote best practice within MP&NFPS.

3. Conducts risk based evaluation of complex technical issues that may have significant impacts to overall project execution and manages the timely delivery of technical deliverables and issues resolution

4. Consolidate and manage a resilient assurance process for the MP/NFPS Projects execution in compliance with the MP&NFPS Lifting Code of Practice (onshore/offshore).

5. Provides technical support for the selection and qualification of Lifting Operation contractors/sub- contractors and ensures contractors' processes and procedures are effective and meet requirements and Qatar government regulations.

6. Conducts risk based evaluation of complex technical issues that may have significant impacts to overall project execution. Manages the timely delivery of technical deliverables

7. Promote Lifting Safety Leadership, by supporting a Proactive Safety Culture and implement industry leading Safety best practices and initiatives, including extensive use of Life Saving Rules. Maintain a learning environment for turning lifting safety visions to improvements plans.

8. Participate in HiPo Lifting Incident Investigations, identify causal factors and root causes, recommend corrective actions and manage the mitigations implementation close out within the overall MP/NFPS Projects.


Minimum Requirements

Qualifications

* Bachelors Degree in Sciences or Engineering

Knowledge and/or Experience

* 8 years experience with Large Projects in Construction related disciplines (e.g., construction, installation, fabrication, execution, completion, hook-up, etc.) in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.

* Knowledge of International standards (API, ASME, BS, DNV, ISO, LOLER) and experience in regulatory compliance.

* High competencies in lifting and rigging calculations as per DNV standard.

* Experience on establishing and managing compliance and assurance processes in accordance with Corporate requirements and international standards (lifting discipline).
