SHES Lead
Job Specification
Responsible implementing the QELNG Project Health, Safety, Environment &
Job Purpose Security (HSES) Management Plans, and for ensuring the effective implementation of Contractor's HSES Management System during yard fabrication and offshore installation activity associated with NFPS COMP4 project.
Providing continual communication, coordination, and advice to the Head of HSE Lead for NFPS COMP4 Project on Fabrication Yard HSES issues and the HSES performance of the EPC Contractor, their Subcontractors and Vendors.
Reporting and Relationships
Reports to Head of SHES (COMP4). Direct reports: None. Internal Frequent and continuous contact with Yard Fabrication and construction
manager and Teams on site. External Frequent contact with COMP4 Contractor. Periodic contact with shareholders, subcontractor and vendors.

Key Job Accountabilities
1. The role is responsible for fostering a Proactive Safety Culture at the fabrication yard and during offshore installation, ensuring safety leadership and values drive continuous improvement and create an environment of trust, transparency, and genuine care for people.
2. It involves assisting and supporting the Head of HSE TO implement the Project Safety Plan and overseeing and ensuring the effective execution of the Contractors' Project Safety Management System and Procedures at the fabrication yard including but not limited to manage the HSE Risk Management Program.
3. The position oversees the HSE Audit and Verification Programs, conducting regular safety inspections to confirm that risk controls and barriers are properly implemented and the role directs the HSE Observation Program to monitor ongoing work activities, identifying safe and at-risk behaviours to implement necessary safety improvements.
4. The role manages the HSE Training Program to ensure workforce competency and enhance awareness of safe working practices, including initial onboarding, induction training, supervisory development, and task-specific training.
5. The position coordinates the Emergency Response Plan, identifying potential emergency scenarios, assessing them, and implementing contingency measures in collaboration with the Contractor Emergency Response Team.
6. The position oversees the Security Plan to protect project personnel, worksites, materials, equipment, and assets, acting as the Yard PMT point-of-contact for security issues and coordinating with the Contractor Security Lead to conduct risk assessments and implement necessary security arrangements.
7. The role manages the Occupational Health Program to ensure the health and well-being of the project team. The position Leads the Incident Investigation process to ensure that HSE incidents and near misses are identified, recorded, investigated, and resolved, maintaining and improving safe working practices.
8. ACTIVELY Participate in Lessons Learned Program to capture learnings actively and continuously from project activities; to learn from our successes and failings to identify opportunities and warning signals to improve our safety performance and Site HSSE Steering Committee in conjunction with PMT and Contractor Yard management to review HSES performance and identify priorities and actions.
9. Maintain interfaces, including with Yard Fabrication Team to ensure that HSES issues are resolved promptly and effectively and Project Management Team to provide feedback on HSES issues; to expedite closure of lessons learned; to provide feedback on HSES performance generally.
10. To conduct other HSES related tasks as directed by the Head of HSE for NFPS COMP4 Project.
Minimum Requirements
Qualifications Bachelors degree in sciences, safety, health, environment, security, or
engineering or NEBOSH National/International Diploma in Occupational Health and Safety, SHES related NVQ level 5, or British Safety Council Level 6 Diploma in Occupational Safety and Health
Knowledge and/or Experience
8 years experience in SHES in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
Technical and Business Skills
Experience with Oil & Gas companies, Contractors, or Service Companies.
Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
Knowledge of relevant SHES management systems and programs.
