Senior QA/QC Engineer

Job Purpose
Ensures that the quality of engineering, design, procurement, construction, installation of new equipment and repair, modifications of onshore and offshore facilities is consistent with the Codes, Standards, Specifications and Company Policies and Procedures.
Reporting and Relationships
Reports to Head of Functional Engineering
Internal
Regular contact with Project Management Team (PMT) and Operations departments.
Periodic contact with Engineering & Projects Group and HSEQ, including interactions with Plant Inspection Division and Facilities Engineering.
External
Frequent contact with Shareholders Subject Matter Experts, EPC contractors,
vendors, suppliers, and engineering consultants.
Job Context & Major Challenge(s)
Context of the role is to provide technical supports to end user in the field of Material, Metallurgy, Fabrication, Welding, NDT and Auditing.
Assessment and judgement on resolving concerns for the planned / unplanned equipment, piping repairs and modifications.
Ensuring material quality from procurement stage to final receipt at facility.

Key Job Accountabilities
1. Supervise the activities of QA/QC Inspectors, Contract hired Engineers/Inspectors and NDT Technicians to ensure compliance with procedure requirements and perform the supervisory function at the level established for the position.
2. Conduct metallurgical failure analysis on failed plant or offshore components to establish the cause of failure and recommendations. This involves preparation of the survey plan, mobilizing the Contractor, leading and supervising the activities.
3. Provide support to relevant Dept for QA/QC matters related to procurement of materials and equipment. Review purchase requisition for Inspection and certification requirements, technical bid evaluation, appointment of TPI and ensuring the inspection of material receiving at warehouse.
4. Review and approve all critical repair instructions including Welding Procedure Specification (WPS), Procedure Qualification Records (PQR) and QA/QC reports that are generated by QA/QC Inspectors and Engineers and specify alternative testing and inspection methods as applicable for repair or modification.
5. Participate and provide necessary inputs for Startup Readiness, Lessons learnt, Formal Risk Assessment (FRA), Engineering Management of Change (EMOC) and Root Cause Failure Analysis (RCFA) from QA/QC perspective.
6. Review and provide technical input on the Scope of Work (SOW) for Maintenance contracts related to repair and modification works, performing Technical Bid evaluations for the contracts, review and approve all Contractor documents and ensure compliance to QA/QC requirements during execution including shutdowns.
7. Carryout technical audits as requested on suppliers and contractors Quality Management Systems and provide technical evaluation and recommendation. Perform follow up for the observations and corrective actions.
8. Plan and ensure timely execution of inspection and certification of Gas Cylinders, Portable Tanks and Lifting Equipment as per QA/QC section KPI.
9. Promote quality awareness among OES-Maintenance, Supply Department and Contractors through training, knowledge sharing, and procedure roll out sessions.
10. Complete understanding of Policies and Procedures for Project and Plant QA/QC, eg: Material receiving Inspection, Control of Welding, Pressure testing and assist in revision or updating of the same including support for various other QA/QC Procedures.
Qualifications
Bachelor's Degree in Engineering.
Professional certifications in Welding, NDT, Inspection or Auditing.
Knowledge and/or Experience
6 years' experience in QA/QC related activities with the Oil and Gas industry.
Proficiency in the field of design, engineering, procurement, fabrication, inspection and installation of process equipment and piping, including troubleshooting of welding and QA/QC issues.
Technical and Business Skills
