Head of Quality

Job Purpose

* Responsible for overseeing and delivering all Quality activities for the NFW Offplot Projects, ensuring that all technical requirements are in full compliance with project requirements, along all project phases from FEED to start-up.

Reporting and Relationships

* Reports to Quality Division Manager (CO2 & NFW Offplot)

* Direct reports: Internal

* Interfaces with various project teams and departments within PMT, RLIC, Operations in addressing Quality issues requiring effective communication, initiative, flexibility and an ability to foster collaboration.

External

* Regular contact with FEED Contractor, EPC Contractor/subcontractors, Vendors, and project stakeholders including asset owners.

Job Context & Major Challenge(s)

* Position is located either in Doha or in Project Site Offices in Ras Laffan, Qatar.

* Work activities and execution in a Greenfield/brownfield environment

* Operates in a multi-cultural and multi-national environment which * Maintaining good relationships with stakeholders (e.g., SME's from IOCs,

RLIC Security, Operations, SHES, engineering, construction) to ensure alignment of Quality requirements during execution.

Financial Dimension

* As defined for this job level in the Delegation of Authority and/or approved budget.

3. Ensure all activities undertaken comply with anti - trust and competition laws and the Company firewall policies and procedures.

Key Job Accountabilities

1. Monitor Contractor progress and ensures timely issuance of the quality documents listed in the Master Document Register for Quality Discipline and in particular for Quality Plan.

2. Implements COMPANY Quality Management system during all phases including surveillance plans related to Engineering, procurement and Construction.

3. During the tendering phase, provide technical information/clarifications requested by the Tenderers and review Bid proposal for all matters related to Quality assurance and Quality Control.

4. Esure Contractual quality requirement are fulfilled in term of ITP' and vendor surveillance procedures.

5. Monitor and ensure that all the quality Company project lifecycle requirement and procedure from FEED through EPC, commissioning and start-up are followed.

6. Lead the development and implementation and continuous improvement of Project quality management system.

7. Plan, coordinate and oversee internal and external quality audits, including EPC contractor, vendor and fabrication yard, to verify the complainace with project quality requirements and to drive Corrective and Preventive actions.

8. Manage and report on NCR's, deviation requestes and lesson learned, ensuring proper root cause analysis, timely closure and feedback to engineering, procurement and construction teams.

9. Provide leadership and mentoring to all project quality personnel and ensure that adequate quality resources, inspection coverage and training are maintained across all project phases to safeguard the integrity and reliability of the project.

Qualifications

* Bachelor's degree in Sciences or Engineering

Knowledge and/or Experience

* 10 years experience in Quality in the Oil & Gas Industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.

* Experience with Oil & Gas companies, Contractors, or Service Companies. Experience working in large scale operating organizations in Operations, Projects, etc.

* Knowledge of relevant Quality Systems, specifications, and tools.

* Knowledge of Industry standards.Extensive experience with Oil & Gas Companies, EPC contractors, sub-contractors, vendors, or service companies involved in the oil and gas industry.

* Shall be proficient in managing Quality requirements during FEED and Detail Design This shall include transition of design engineering to procurement and construction deliverables

* Strong leadership skills, personal integrity, experience guiding and assisting contractor teams.

* Knowledge of QA/QC management system, ISO 9001, and international codes and and standards (API, ASME, ASTM, AWS, IEC, etc).

Technical and Business Skills

* Fluent in written and oral English.

* Strong analytical, organisational, coordination and planning skills.

* Good mediation skills including conflict resolution, problem-solving, creative thinking, influencing and empathy

* Proficient in Microsoft Office suite of software programs, etc.

* Deep knowledge of industry codes, standards and practices for telecom discipline
