Handover Lead (LQ)


Job Purpose

* Lead COMP-2 Project in developing the completions philosophies and

procedures, ensuring the flawless handover process of project from engineering into construction, transitioning to full mechanical completion ready for operations, by ensuring the facility and all its components are built and installed according to the design, intent and function as agreed in project specifications. Assists with systemization, schedule, execution strategies, review and approval of contractors detailed procedures, precommissioning and commissioning to maximise the onshore commissioning effort and optimise the offshore commissioning schedule.

Reporting and Relationships

* Reports to Head of Turnover and Acceptance. * Direct reports: None. Internal * Frequent contact with all disciplines within the Project teams. * Periodic contact with Engineering, OES and others. External * Frequent contact with EPC Contractor, associated Vendors and

Subcontractors.

Job Context & Major Challenge(s)

* Function as the handover lead for the design, risk-based evaluation of

technical issues relating to completions systems and CMS database build, ensuring completions deliverables are compliant with project requirements and EPC contract while meeting required QatarEnergy LNG quality expectations.

* Drive and coordinate the delivery of turnover and acceptance deliverables in accordance with project requirements from EPC contractor.

* Function as the turnover and acceptance expert providing oversight and review of completions documentation.

* Conduct analysis of technical proposals and proposed deviations, assess exceptions and new technologies to ensure compliance with policies and procedures.

* Drives ongoing focus on RFSU turnover and acceptance to Permanent Asset for all turnover and acceptance deliverables from prior to Start-up.

Key Job Accountabilities 1. Lead and assist EPC Contractor in the design, build and review of the System Completion

Database, based on the actual information loaded, system boundary diagrams, cable schedules, carry over work information or any other detailed information if needed.

2. Support the EPC Contractor in ensuring the certification database is up to date at all the times. In case deviations are found, provide support as and when required with the coordination of team members, contractors and Engineering to identify and apply the solution, in a timely manner.

3. Support the database review process in obtaining the Project information required to assist the EPC Contractor in the creation of Sub-System boundaries and systemisation of systems & sub-systems.

4. Support EPC Contractor in allocation of tags and Quality Verification Documents (QVDs) according to contractor's scope of work and project priorities and milestones where required.

5. Support and participate where required in the evaluation of Management of Change (MOC) boundaries, to identify the overlaps with Sub-system boundaries and assist the correct interface with the certification process.

6. Support EPC System Completion/Turnover and Acceptance with other department managers and staff members to solve any issues which may arise that impact the turnover and acceptance handover process.

7. Supports EPC Contractor Preservation team in ensuring preservations routines are carried out and full audit traceability reported within System Completions Database maintained.

8. Supports in the coordination of complex internal and external interfaces including the potential for simultaneous operations (SIMOPS).

9. Support and provide guidance to walkdown team with the schedule and execution of walkdowns where required, and in line with the project walkdown & punch list procedures.

10. Provide support in the consistency of Checksheet, Punch List, Exception and Readiness reports.

Minimum Requirements


Qualifications

* Bachelors Degree in Sciences or Engineering.

Knowledge and/or Experience

* 8 years experience with Large Projects in Construction related disciplines (e.g.,construction, installation, fabrication, execution, completion, hook-up, etc.) in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.

* Advanced knowledge of turnover and acceptance systems and completions software, with exceptional experience of building completions databases.

* Experienced in developing, managing and executing turnover and acceptance completions systems.

* Experience in project completions and project systemization, including check sheet development, check sheet allocation, writing of pre-commissioning / commissioning documents such as commissioning procedures and method statements.

* Experience with Oil and Gas companies, contractors, service companies, or heavy construction companies.

* Knowledge of design standards, specifications, codes, and appropriate safety criteria related to major fabrication, transport, installation, brownfield execution, and hook-up, as applicable to the project scope.

* Knowledge of offshore facilities and structures, onshore facilities, or yard operations as applicable to a project scope.

* Knowledge of execution methods and risks associated with sour gas and LNG production facilities.

* Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
