Commissioning Manager


Job Purpose

 Oversees commissioning activities of the North Field South Onshore Project (hereunder named as Project) to be executed by EPC Contractor, to comply with the Project requirements in terms of SHES, Welfare, Quality, Cost and Schedule, in full and mutual collaboration with the EPC contractor and the leadership team of Major Projects - NFS Onshore Project Management Team (PMT)

Reporting and Relationships

 Reports to Senior Project Manager (SPM)

 Direct (and Functional) reports: 10 out of which 4 Commissioning Area Heads directly report to Project Managers in charge of delivery and functionally report to Commissioning Manager in the Matrix Organization. Total commissioning heads count of ~30.

Internal

 Frequent contact with SPM, 2 PM's and other SPM L-1 Managers

 Periodic contact with NFE EPC-1 Commissioning Manager

External

 Frequent contact with EPC contractor

 Periodic contact with EPC contractor's vendors (site-based) and subcontractors, Project shakeholders at site (RLIC, Kahramaa, 3rd party asset owners and others).

Job Context & Major Challenge(s)

 The specificity of the Project is the "mega" scale , in which , as an example, the manpower at Site exceeds 20,000 headcounts at the peak period.

 Major Challenges of the Project are therefore management of risks associated with such scale factors, in particular in the site activities including construction, commissioning, logitiscs and camp management.

 Needs to supervise the EPC contractor to safely and timely execute the WORK in full compliance with the Project requirements, RLIC regulations, and Qatarri laws, overcoming the major challenges mentioned above.

 Substantial volume of co-activities with the other project in SIMOPS are anticipated in the last two (2) years of the project execution within the same plot (Lot W8).

Key Job Accountabilities

1. Implement a strong safety culture through "Ihtimam (We Care) program" to the PMT, EPC Contractor, its sub-contractors and site vendors with a visible leadership

2. Implement alignment between EPC contractor's commissioning team and PMT commissioning team, technically and in the relationships to the maximum extent, by intervening promptly whenever misalignments become visible.

3. Oversee the review, verification and approval of the EPC Contractor's commissioning

deliverables and datasets by the PMT commissioning team, to ensure Site commissioning activities are completed in accordance with the Project procedures, regulations, specifications and standards. Ensure effectiveness of the EPC Advanced workpacking process (Easy Suite) by (1) identifying engineering, procurement, construction, and commissioning risks constraints and (2) evaluating risk and verifying required mitigations are in place

4. Direct, as a single counterpart of EPC contractor's Commissioning Manager, the EPC contractor to deliver the safe execution of Site commissioning activities in compliance with the strategies and planning agreed by the Parties and set on the Project

5. Resonsible for allocation of PMT commissioning manpower resources to the Project Delivery Teams in the matrix organization. Ensure technical compliance is maintained in the commissioning activities, collaborating and aligning with Project Managers (accountable for delivery) and Functional Managers (Safety, Quality, Business, etc., accountable for technical supports) to support delivery in line with the commissioning and project schedule. Ensure consistency and alignment across all Project Delivery Teams, resolving and prioritizing escalating issues in line with overall project objectives.

6. Functionally supervise the PMT area commissioning teams under the Delivery Teams by ensuring (1) consistency in the commissioning execution across the areas (2) timely and adequate resources allocation. Deliver commissioning reporting (by EPC contractor and by PMT) timely with quality and in full compliance with project requirements.

7. Oversee and facilitate commissioning meetings (with EPC contractor) by (1) setting objectives, agenda and other terms and references, (2)preparing meeting materials, (3)leading discussions in the meetings, so that meetings can be completed timely with expected outcomes delivered

8. Manage interfaces with Operation Expansion & Startip (OES) team for technical alignment and cordial relationships to ensure timely and flawless handover of the Plant facilities/Systems


Key Job Accountabilities

9. Supervise the PMT Completion and Handover (HO) team so that the completion/HO dossiers

can be processed in a timely and coordinated manner with acceptable quality (OPTONAL ACCOUNTABILITY TO BE CONFIRMED in a later stage)

10. Contribute to the review and preparation of the co-activities with the other project in SIMOPS anticipated in the last two (2) years of the project execution within the same plot (Lot W8)


Qualifications

 Bachelors Degree in Applied Sciences or Engineering

Knowledge and/or Experience

 15 years experience in various project phases, such as engineering, procurement, and construction, within large-scale commissioning projects in the oil and gas industry, including 5 years in a supervisory role overseeing service/vendor personnel, and having overall responsibility for commissioning execution.

Technical and Business Skills

 Experience with Oil & Gas companies, Contractors, or Service Companies.

 Broad and extensive knowledge of engineering design standards, specifications, codes, operating equipment in the Oil & Gas industry, and appropriate safety criteria.

 Broad experience in commissioning strategies and execution.

 Strong knowledge in projects execution, engineering, operations, pre- commissioning, commissioning, and systems completion.

 Experience managing Brownfield Projects and Simultaneous Operations (SIMOPS).

 Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.

 Experienced in contract compliance, schedule, and cost constraints.

 Strong experience with risk assessment approach in decision making.
