Senior Safety Officer

Job Purpose * Ensure the implementation of Safety, Health, Environment and Security procedures, plans and processes for Laffan Offshore Terminal South (LOTS) Project to achieve safe execution of all project's phases in accordance with the Company's HSEQ objectives and targets.
* Provide clear guidance to the Contractors during FEED and EPC phases and facilitate resolution of related issues to complete discipline activities consistent with project objectives and milestones.

* Regular contact with Project FEED/EPC Contractors and Sub- contractors, Shareholders, RLIC, and independent project review teams and auditors.
Job Context & Major Challenge(s)
* Ensures the effective implementation of LOTS Project HSE Management System in a dynamic Project environment with consideration to HSE, Worker Welfare, Quality, Cost and Schedule.
* Aligns LOTS project HSEQ activities with Company Management System (PMS) while progressing and maturing the project scope, standards and project stakeholders' requirements.
* Develops and performs comprehensive HSE activities for Project, ensuring all related requirements relevant to FEED phase such as philosophies, codes, practices are in compliance.
* Ensures that safety considerations and regulations are fully embedded in FEED engineering deliverables and design decision before moving to EPC phase. Involved in strategic stewardship of project activities spanning multiple contractors, and work fronts. Needs effective working relationships with contracts, PMT, FEED/EPC Contractors/Sub-contractors, vendors and operating assets for continuous communication, coordination and advice to the Project Manager and Project Leadership Team.
* Completes a large number of HSE related studies in a timely manner as part of FEED and EPC projects to enable design decisions to be made to meet execution milestones. Incumbent candidate ensures alignment of all safety studies with Company procedures and seeks alignment from Technical Authority.
* Responsible to coordinate all loss prevention and HSE activities, studies, assessments, and resolution/closeout of HSE issues. The position indirectly supervises the Contractor's Loss Prevention engineering deliverables, and to effectively steward the scope in accordance with project requirements.
* Major challenges include maintaining effective working relationships with both Contractors and stakeholders (e.g., Operations, Project and HSEQ) to ensure alignment of loss prevention and HSE philosophies in accordance with project requirements and plans.
* Coordinates HSE expectations and inputs among Engineering Disciplines, Contractors, and Multiple Company Stakeholders during fast-track FEED schedule.
* Provides direction and work effectively in a complex multinational and multi-cultural environment.

Key Job Accountabilities
1. Support project lifecycle management by identifying HSE deliverables and actions at each phase of the project (FEED, EPC, Commissioning, Operations, etc.). Lead development of early Project Management System Plans / Project HSE deliverables, and project's HSE studies throughout the project phases (In particular during LOTS FEED phase).
2. Provide HSE leadership and support the LOTS PMT FEED team ensuring compliance with Company and Regulatory Requirements. Advise project management on the effective implementation of the Project Safety Management System, stewardship of HSE performance indicators and management of HSEQ interfaces with stakeholders.
3. Lead the preparation of HSE requirements for Invitation To Tender (ITT) and conduct Contractor HSE evaluations. Provide safety requirement inputs into FEED phase of the Project to promote safe design and execution principles. Develop, review, approve and monitor Contractor HSE Systems and Plans for FEED and EPC phases including but not limited to design reviews, construction and commissioning phases as per PMS, e.g. Safety Management plan, Emergency response plan, Environment management, Security plans etc.
4. Serve as focal point to facilitate coordination between PMT and various HSEQ functions / SMEs. Define safety program expectations, assure implementation and verification of Safety processes on Project sites. Facilitate sharing of processes, safety focus areas, safety alerts, lessons learned and best practices between corporate HSEQ and LOTS Project.
5. Provide oversight and review of incident investigations from PMT / Contractor, analyse data, confirm root causes and approve corrective action plans. Provide support and expertise to help facilitate any incident investigation. Facilitate Emergency response preparedness.
6. Lead the development and implementation of a comprehensive statistical database and roll-up reporting/progress from multiple projects; analyse KPIs and data for leading and lagging trends, devise strategies and advise LOTS Project PMT Leadership Team for continuous improvement. Provide HSE reporting to PMD Senior Safety Officer.
7. Participate as a key member in the loss prevention and HSE activities/studies during FEED/EPC phases to ensure that FEED/EPC Contractors comply with the Contract requirements including codes and standards. Provide guidance to the Contractors to promote compliance. Ensure approved recommendations and programs are utilized by PMT to improve safety in design and in construction, reduce inefficiencies, and maintain high safety standards.
8. Engage across disciplines including Process, Structural, Electrical, Instrument, Piping, Mechanical; understand and communicate the requirements of FEED/EPC design; efficiently translate Company requirements and data into an efficient delivery from the Contractor.
9. Monitor the progress and delivery of the loss prevention and HSE scope of work; verify that risk assessment plans are suitable and include required risk assessments and risk workshops as per

Project phase and Company Project Gates requirement. Provide inputs and assistance in the planning and scheduling of the loss prevention and HSE deliverables to enable efficient project execution, ensuring technical alignment and compliance with Qatar operational policies, standards of business conduct and project management system. Chair meetings if required to collect and disseminate information pertaining to loss prevention engineering and HSE Studies/Actions; advise PMT in a timely manner where issues are unable to be resolved and may impact the project delivery.
10. Provide guidance and input during Project phases, Contractor strategies/procedures to achieve project Integration objectives as required; participate in Constructability Reviews, 3D Model Review, Pre-Startup Reviews, etc. as required. Drive contractors to timely conduct and deliver safety studies such as HAZID, HAZOP, SIL, and other studies etc. per execution plan.
Qualifications * Bachelor's degree in science, engineering, or safety discipline.
* NEBOSH diploma or equivalent.
Knowledge and/or Experience
* 10 years of experience including at least 8 years of experience as a HSEQ / SHE&S professional.
* Experience in the oil and gas, HSEQ management of FEED and EPC projects, engineering, construction and commissioning projects, systems completions coordination, hook up/commissioning, and start up activities in brownfield and greenfield environment.
* Experience in at least 2 FEED projects executed within the last 8 years.
* Experience in implementation of HSEQ systems and building HSEQ capability and competence in a new project starting from FEED phase up to EPC phase including detailed engineering, procurement, construction, commissioning and start up.
* Good understanding of both qualitative and quantitative risk assessment techniques. Experience of active participation in process safety studies such as HAZID, HAZOP, SIL, fire & explosion, dispersion modelling and FERA/QRA studies.
* Experience with contractors, sub-contractors and vendors involved in the oil and gas industry. Experience in providing Safety Leadership to large contractors' workforce to drive proactive safety culture and Safety KPIs.
* Experience in active participation of workers' welfare programmes
* Knowledge in developing and implementing Emergency Response Procedures to deal with H2S Risk to the workers.
* Experience in development and maintenance of Project HSE Risk Registers.
Technical and Business Skills * Good organizational, communication, and supervisory skills. Decisive with strong management skills, self-motivated and the ability to provide added value within a team.
* Must have the ability to network with other Safety Teams and Loss Prevention discipline.
* Good knowledge of written and spoken English with ability to produce procedures and technical reports.
