Part A: Job Specification


Job Purpose

  • Provide SHES direction, guidance and leadership to Onshore PMT and CONTRACTOR(s) across all EPC Packages within the assigned area.
  • Perform oversight of Onshore safety culture transformation process and human factors related perfromance to ensure Project and Client LNG performance expectations are met.
  • Support the Onshore EPC CONTRACTORS and provide expert advice and guidance on effective safety culture development and transformation, and drives continual improvement during all phases of the Project.
  • Supports the SHES Excellence Division Manager in developing, evaluating and continually improving the SHES Performance Excellence elements of the PMT and CONTRACTOR Safety, Health, Environment and Security (SHES) management systems, and the effective implementation of SHES plans and procedures at site in accordance with the requirements stipulated in the Contract SHES Instructions Part 1 to 5, and CONTRACTOR's SHES plans and Procedures.
  • Supports the SHES Excellence Division Manager in the design and implementation of safety culture transformation initiatives, and drives sustainability and continual improvement of these programs in all phases of the project.
  • Support PMT and CONTRACTOR incident investigation teams of all EPC packages in the investigations of human factor related incidents, during both, ivestigations and development of corrective actions.


Key Accountabilities

(Duties include but not limited to)

  • Supports the Onshore project in all SHES related disciplines and scope of work but with specific SHES focus on developing safety culture and improving human factors related perfromance,
  • Supports the continual improvement of the SHES management system and its associated plans and procedures.
  • Supports the SHES Excellence Division Manger as the key focal point for the overall project SHES performance management.
  • Provides oversight of EPC CONTRACTORS and Subcontractors safety culture programs and drives performance excellence across all EPC delivery packages.
  • Support SHES audits relevant to the project SHES management system, and participates in PMT and CONTRACTOR SHES assurance activities as required.
  • Provide strategic advice and support to the SHES Excellence Division Manager, and ensures effective implementation of safety culture programs and human factors principles project-wide, consistent with established Onshore SHES strategy, goals and objectives.
  • Coordinate Third Party support services as required and oversees the delivery of such service in accordance with established service agreements.
  • Act as advisor when requested in the development of project SHES policies and procedures related to performance enhancement.
  • Keep up-to-date with international developments in safety culture and human factors methodologies for continual improvements.
  • Drives and oversees the project Human & Organisational Performance (HOP) program and human error management.
  • Suppports the PMT Incident Division Manager during investigations in relation to human factors related root causes and collaborates to devise suitable corrective actions and lessons learned.
  • Supports PMT and Contractor investigation teams by providing subject matter expertise in terms of human factors and other related contributing factors of incidents.
  • Supports the review, analysis and presentation of incident statistical data in terms of human factors related incidents.

Reporting and Relationships

Reports to SHES Excellence Division Manager (Shared Resources)

Functionally reports to the Incident Division Manager (Shared Resources)


  • Contact with various Onshore PMT project teams and departments on issues relating to the position.
  • Regular interaction and collaboration with the PMT Incident Division Manager and PMT and Contractor Investigation Teams.
