Job Purpose

  • Provide Security direction, guidance and leadership to NFXP Onshore PMT and EPC-1 (On Plot) CONTRACTOR and SUBCONTRACTOR(s) (ON PLOT) across the EPC-1 Package within the assigned area.
  • Perform oversight of NFXP Onshore EPC-1 (On Plot) CONTRACTOR and SUBCONTACTOR(s) Security performance management process to ensure Project and QatarEnergy LNG performance expectations are met.
  • Support PMT and CONTRACTOR Security teams of the EPC-1 (On Plot) Package and Shared Resources in the implementation and verification of the NFXP Onshore Security related Plans and Procedures through systematic performance measuring.
  • Support the NFXP Onshore EPC-1 (On Plot) CONTRACTOR and provide expert advice and guidance on Security performance management, measuring and continual improvement to all PMT, EPC-1 CONTRACTOR and SUBCONTRACTOR personnel at all levels of the organisation, and during all phases of the Project.
  • Supports the Security and ER Head in developing, evaluating and continually improving the Security Performance Excellence elements of the EPC-1 PMT and CONTRACTOR Security management systems, and the effective implementation of Security plans and procedures at site in accordance with the requirements stipulated in the Contract SHES Instructions Part 5, and EPC-1 CONTRACTOR's Security Plans and Procedures.

Key Accountabilities

(Duties include but not limited to)

  • Supports the NFXP Onshore EPC-1 package (On Plot) in all SHES related disciplines and scope of work but with specific focus on Security performance management and and monitoring, contractual perfromance compliance, and continual improvement of the security management system and its associated plans and procedures.
  • Supports the PMT Security & Emergency Response Head (Shared Resources) as the key focal point for the EPC-1 package (on Plots) project Security performance management.
  • Provides oversight of EPC-1 (on Plot) CONTRACTORS and Subcontractors Security performance and drives performance excellence in all security related aspects.
  • Support Security audits relevant to the project SHES management system, and participates in PMT and EPC-1 CONTRACTOR (on Plot) Security assurance activities as required.
  • Support the implementation of the NFXP Onshore Security Management System, its Plans, Procedures and Programs, performs evaluations on the effectiveness of relevant activites.
  • Provide strategic advice and support to the PMT Security & Emergency Response Head, and ensures effective implementation of Security programs consistent with established NFXP SHES strategy, goals and objectives.
  • Assist the PMT Security & Emergency Response Head with development, implementation and stewardship of a comprehensive and integrated NFXP Onshore Security Program.
  • Coordinate Third Party support services as required and oversees the delivery of such service in accordance with established service agreements.
  • Act as advisor when requested in the development of project Security policies and procedures related to performance enhancement.
  • Keep up-to-date with international developments in performance management and measuring methodologies for potential continual improvements of Security programs.

Reporting and Relationships

Reports to: Security & Emergency Response Head

Functional Reporting to: EPC-1 (on Plot) SHES Division Manager.

Internal


  • Regular contact with EPC-1 CONTRACTOR (On Plot), and its SUBCONTRACTOR(s) Security personnel.
  • Contact and interface with Ras Laffan Industrial City (RLIC) including Security (GDIS), QatarEnergy Corporate Security and other security providers as required.

Job Context & Major Challenge(s)

  • Supports the EPC-1 SHES and Project Management (On Plot) in terms of Security performance expectations for a large, "one of a kind" LNG Plant including associated facilities and infrastructures comprising of 4 x 7.8MTPA process trains with large and complex utilities and off-sites.
  • Coordinates across a very large EPC Contract - in particular with multiple EPC-1 SUBCONTRACTOR(s) to ensure alignment and proper reporting to the PMT SHES organization.
  • Coordinates functional resources for the management and site implementation of Security requirements within the EPC-1 (On Plot) package, throughout the project duration and collaborates with relevant departments, EPC-1 SHES Division Manager and disciplines to ensure EPC-1 Security compliance.
  • The role is a key position with significant impact on the project Securiyt performance in terms of effective implementation of, and the compliance with Securiyt procedures, programs and systems, and supports the development and application of performance improvement strategies and Lessons Learned on the NFXP Onshore Project.
  • Job holder oversees all EPC-1 (On Plot) CONTRACTOR's and Subcontractor's Security activities, and develops solutions to performance related issues using initiative, project procedures, best practices, Lessons Learned and personal knowledge and experience with an ability to work in a multi-faced/ multi-national organizational matrix with a variety of working relationships/ interfaces.

  • Computer literate, familiar working with Microsoft office applications.

Qualifications


Knowledge and/or Experience

  • Minimum of ten (10) years industry relevant Security experience.
  • International project security experience with Tier-1 EPC Contractors or Client, involved in the construction of onshore production facilities (i.e. greenfield and brownfield work).
  • Sound knowledge of the project execution process in large-scale project environments (expenditure >US$ 1 Bn).
