Part A: Job Specification


Job Purpose

  • Provide project management and technical assistance to the EPC-1 Area Division Managers for Utilities.
  • Position includes: project management in general, preparation or finalization of technical notes and presentations, transverse coordination with the EPC-1 Project Management Leadership Team, interface coordination and reporting for engineering, procurement, construction, pre-commissioning, commissioning, handover and completion.

Key Accountabilities

(Duties include but not limited to)

  • Provide daily support to the EPC-1 Area Division Managers for Utilities in all aspects of the works, with a strong interface within the EPC-1 Project Management Leadership team and with the EPC-1 Contractor CTJV.
  • Strong communication skills, organized, methodical and flexible with the assignment of tasks and priorities.
  • Understand interdisciplines dependencies to be able to make judgements on project management and technical decisions. Apply risk management techniques to facilitate decision making process. Communicate key project management, technical issues and risks to the EPC-1 Area Division Managers for Utilities to facilitate decision making in their respective area.
  • Capable to initiate, prepare, review and finalize Project documents and correspondences such as: technical notes, schedule and critical paths analysis, decision records, progress reporting, outline budget, minutes of meeting, letters, memos, Powerpoint presentations, MOC trends, interfaces queries and agreements.
  • Willing and motivated to be based at the construction site until handovers, to enlarge scope and responsibilities with coordination and involvement in field engineering (Site modifications), QA-QC, construction, pre-commissioning, commissioning, handover and completion activities.
  • Coordinate inputs to the EPC-1 Project Weekly meeting, minutes of meeting and actions list, similarly with the monthly meeting with OES Start-up managers.
  • Participate as required to the Project Monthly and Weekly meetings with EPC-1 Contractor CTJV.
  • Provide assistance to the EPC-1 Area Division Managers for Utilities for the review and assessment of CTJV's change requests and change orders.
  • Provide spot assistance to the EPC-1 Project manager as case may be and when required.

  • Reports to the EPC-1 Area Division Managers for Utilities.

Challenge(s)

  • Working in a highly technical and challenging project management environment, provide daily assistance, Project management and technical support to the EPC-1 Area Division Managers for Utilities, demonstrating an understanding of the requirements of EPC-1 Contract, challenges and priorities. Strong technical background coupled with proven experience in a role of Project or Senior Project engineer.
  • Role is responsible for:
    • Providing full support to the EPC-1 Area Division Managers for Utilities, including delegation of tasks and actions.
    • Ensuring vendors' assistance at Site is timely organized and coordinated along with other Site activities.
    • Ensuring flawless coordination and communication within the EPC-1 leadership team and other EPC's team.
    • Ensuring all EPC-1 interfaces are up to date and related issues timely addressed.
    • Ensuring control over site modification process within Utilities areas.
    • Provide support to facilitate implementation of identified mitigations/action items for critical/risk areas to maintain project schedule.
    • Coordination preparation, review and endorsement of Project correspondences such as but not limited to: letters, memos, Powerpoint presentations, minutes of meeting, decision records, technical notes, interfaces queries and agreements.
  • Major challenges are:
    • Efficient and flawless coordination within the EPC-1 Project Management Leadership Team.
    • Alignment with other EPC's and third parties.
    • Organization and communication.
    • Capacity to manage workload and understand priorities.

Part B: Candidate Specification - Minimum Requirements


Technical and Business Skills

  • Excellent written and spoken English skills.

  • Computer literacy involving the regular use of professional office and technical applications.

Qualifications

  • Bachelor's degree in engineering - generalist engineer also acceptable.

Knowledge and/or Experience

  • 10 years of experience in multicultural project execution related environment within the oil and gas industry (LNG would be a plus) with proven knowledge and experience of project management, detailed engineering, interfaces management, project controls and planning, construction and commissioning.
