Head of Project Controls

Job Purpose


* Assure the effective, timely, and cost-efficient execution of project controls activities, including planning, cost, schedule, change, and risk management, through the implementation of standardized project controls processes and systems to support informed decision-making and successful project delivery.

* The role requires a strong understanding of key project drivers and the ability to define roles, responsibilities, and communication protocols across project teams. The incumbent is responsible for identifying, developing, and implementing project control procedures covering reporting, cost and schedule management, change management, and risk and issues management.

* The position operates within a high-pressure, fast-paced major project environment. Key challenges include performing detailed assessments of project controls performance, developing recovery and mitigation plans within short timelines, managing interfaces with EPC contractors, and influencing outcomes in a multidisciplinary and multicultural setting to ensure delivery within approved timeframes.

Key Job Accountabilities


1. Implement management and technical direction for all aspects of project controls, including reporting, cost and schedule control, change management, and risk and issues management, through the establishment and maintenance of appropriate procedures, guidelines, and workflows aligned with project requirements.

2. Manage project control activities and coordinate inputs from Project Management Team functions, including engineering, construction, HSEQ, planning, cost control, and other interfacing disciplines.

3. Ensure that effective project control measures are implemented and executed by FEED and EPC contractors and subcontractors, with particular emphasis on change management, risk and issues management, and compliance with company and PMT standards.

4. Manage the preparation and delivery of project controls gate deliverables in accordance with the Company Project Management System.

5. Ensure the development, implementation, and regular updating of the Project Control Plan throughout the project lifecycle.

6. Coordinate the collection, consolidation, analysis, and reporting of project controls data, including progress measurement, trends, and forecasting, to ensure overall project status is accurately assessed and potential problem areas are identified at an early stage.

7. Manage the implementation of approved project changes in coordination with planning and cost teams, ensuring all schedule and cost impacts are properly assessed, reflected, and incorporated into overall project controls reporting.

8. Evaluate contractors' performance and progress in relation to project controls requirements, identify discrepancies, and ensure that appropriate, fully integrated planning and cost control systems are in place and effective for the project.

9. Provide an effective interface between the business manager and FEED and EPC contractors on all matters related to project controls and reporting.


Qualifications Knowledge and/or Experience

* Bachelor's degree in in Sciences or Engineering

* Minimum 10 to 15 years' experience in multiple project functions and assignments, e.g., project management, engineering, construction, procurement, etc., in the Oil & Gas Industry, including 2 years' experience in a supervisory role, including acting roles, or oversight of contractor/subcontractor/service/vendor personnel.

* Demonstrated experience in project controls, including cost, schedule, change, and risk management.

* Minimum 3 years' experience in a supervisory or leadership role.

Experience working with FEED/EPC contractors and within multidisciplinary project teams.
