Job Description - QA/QC Engineer (E&I) - CAT IV-VI Projects Part A: Job Specification

Job Purpose  The QA/QC Engineer is a CAT IV-VI projects' quality focal point, interfacing with COMPANY project stakeholders and contractors to ensure QA/QC compliance for effective handover.

 This role is responsible for quality assurance and quality control, during detail engineering, procurement, and construction project phases, including coordination of third-party source-inspection activities. Reporting functionally to the COMPANY PMT and directly to, the Head of Projects QA/QC and provides ongoing leadership and support to ensure project's compliance.

Reporting and Relationships

 Reports to Head - Projects QA/QC / OR his delegate for technical matter and guidance and execution related work activities.

 Total No of Reporting Staff: 4* *Responsible for supervision of the project QC inspection team (actual numbers vary according to the project scope).


 Frequent Contact with Operations, Maintenance, Engineering, and logistics department.


 Frequent interface with Engineering Procurement Construction (EPC) contractors, Vendors, Manufacturers, Suppliers, and third-party inspection agencies.

Job Context &

Major Challenge(s)

 Works in accordance with COMPANY policies and directives from the Head of Projects QA/QC

 Provides QA/QC support and recommendations to the PMT, as applicable.

 Implements the project quality assurance and quality control processes and procedures.

 Provides SME support to FEED Package document review for E&I specific package and multi discipline engineered items, as applicable.

 Works within established COMPANY corporate and industry policies and procedures.

 Attends project coordination meetings, and reports project QA/QC metrics to the PMT, the Lead QA/QC Engineer

 Prepares and leads QA Audits of Contractors.

 Establishes and attend QA/QC coordination meetings, as required in accordance with project scope. (I.E., pre-inspection meetings, regular QA/QC meetings etc.)

 Coordinates and leads the internal QA/QC meeting with the project QA/QC E&I team, as applicable.

Ensure all activities are undertaken in compliance with Company Safety, Health and Environment and Quality policies, regulations &standards.

Firewall Compliance

Ensure all activities undertaken comply with anti - trust and competition laws and the Company firewall policies and procedures.

 Maintains interface relationships with all applicable stakeholders, to ensure compliance of the project work processes and practices, with the COMPANY quality requirements and expectations.

 Works within well-established policies, procedures and standards.

 Capable to work effectively under pressure during fast-track Shutdown projects. Able to provide professional, concise technical response to QA/QC-related issues.

 Performs RCFA investigations and problem-solving for routine and ad- hoc incidents, with the more complex issues being referred to the Head of Projects QA/QC for advice or decision.

 Plans and prioritises own work within agreed work programs.

 Takes decisive action relating to project quality issues/ concerns and escalates significant issues to the Head of Projects QA/QC

Key Job Accountabilities

1. Understand and promote the COMPANY QA/QC requirements and compliance expectations.

2. Support the interface relationships between applicable project stakeholders.

3. Establish and support proactive and collaborative working relationships with EPC contractors and applicable third-party organisations.

4. Review the project scope of work, to determine the nature, extent and frequency of quality verification activities.

5. Lead and participate in assigned E&I quality verification activities/program.

6. Coordinate the project quality team meetings, and report project QA/QC metrics to the PMT and the Lead QA/QC Engineer

7. Implement the assigned CAT IV - VI EPC project QA/QC verification plans to ensure ongoing project compliance.

8. Participate in QA assessments, audits and verifications on the Contractors' engineering, procurement, construction and quality processes.

9. Ensure effective coordination of site and workshop inspection activities and assign adequate COMPANY inspection resources to effectively measure conformance to requirements.

10. Ensure mechanical acceptance readiness, and compliant project completion.

11. Evaluate and monitor the performance of project E&I QAQC Inspectors and identify training requirements to continually improve the performance of the Project Quality Team.

12. Lead the NCR management process for identified non-conformances - including NCR/CAR issue, RCFA, disposition approval and close-out.

13. Identify quality lessons learned and propose suitable corrective actions to improve work processes and prevent further undesirable conditions/ situations.

14. Responsible for project E&I punch-list coordination and close-out prior to mechanical acceptance.

15. Ensures mechanical acceptance, and completion of applicable QAQC activities related to the PMD projects.

16. Provides the SME support to FEED Package document review and SOW for E&I specific package and multi discipline engineered items.

17. Review the Material Requisitions, Material Approval Documents, Technical Bid Evaluations in conformance with the COMPANY Quality requirements, Specification and expectations.

18. Review and support the Criticality rating assessment for E&I specific materials to complete the Design and Inspection levels with respect to COMPANY quality requirements.

19. Review the Vendor/OEM Inspection & Test plan and ensure the Quality Control Program for all testing requirements prior to manufacturing of E&I equipment's.

20. Review and ensure the selection of E&I equipment's with respect to Area /Zone classification drawings, Pre-requisite certifications for E&I specific Equipment /materials during the Material Requisition, TBE & MAR stage.

21. Attend the Kick-Off Meeting, Pre-inspection meeting for E& I specific jobs, and involve with Factory Acceptance test, as deemed necessary.

22. Review and selection of Third-party Inspector with E&I experience & knowledge in compliance with QA/QC inspection requirements. Also, provide necessary support for Source Inspection Coordinator

23. Provide support to develop FAT QA/QC inspection checklist prior attending the FAT to avoid the discrepancies at material receiving inspection stage.

24. Participate the Engineering, Procurement and Construction Surveillance program at regular interval as per annual quality verification program and providing necessary E&I inputs.

25. Provide the Inter discipline support to review the technical documents such as - datasheet, General arrangement drawing, Routing layout, SLD, Cause & effect diagram, Schematic, Logic and FAT Procedure from QA/QC perspective.

26. Review the Inspection & Test plan for Site installation works, testing & commissioning works and Site Acceptance Test (SAT) with compliance of COMPANY standard ITP & ITR's.

27. Provide valuable feedback to improve the existing COMPANY Procedure pertaining to E&I scope. 28. Implement and uphold the COMPANY health, safety and environment requirements

throughout project execution.

Minimum Requirements Qualifications

 Bachelor of Engineering in Electrical / Instrumentation Engineering, or suitable equivalent.

 Certified Lead Auditor (IRCA) with extensive experience in leading QMS audits of EPC projects.

 Trade Certificates in Electrical and/ or Instrumentation, preferred

Knowledge and/or Experience

 Minimum 10 years of working experience as inspection personnel for Oil & Gas projects, preferably in LNG (Greenfield, Brownfield and Shutdowns)

 Experience in conducting internal and external audits.

 Familiar with electrical and instrumentation specific codes and standards (e.g., IEC, NEC, NFPA, BS, NEMA, NETA, ATEX/ IECEX- 60079. etc.).

 Familiar with quality assurance principles and practices.

 Experience in developing, implementing and managing project quality assurance programs for engineering design, procurement, fabrication, installation, hook-up and commissioning of oil and gas production facilities projects

Technical and Business Skills  Excellent written and oral English language skills.

 Strong qualitative and quantitative analytical skills.

 Advanced computer literacy.

 Proven ability to implement procedures related to the quality management system including project quality plans, execution plans, procurement plans, materials criticality ratings, etc.

 Strong leadership and interpersonal skills, and a demonstrated ability to work as a team member under tight project schedule constraints.

 Good adaptability to a multinational environment, with wide exposure to various cultures and customs.
