Project Controls Division Manager


Job Purpose

* To lead and govern the Project Controls function, ensuring accurate and timely control of cost, schedule, progress, and risk in alignment with approved baselines and compliance with standardised processes.

* The role provides oversight of EPC performance, safeguards budget and milestone commitments, and delivers reliable reporting and insights to support informed decision making and successful project delivery.

Reporting and Relationships

* Reports to Business Manager (NFSW Onshore).

* Direct reports: 4

Internal

* Frequent contact with NFS-NFW Onshore Project PMT.

* Periodic contact with Major Projects Group and other stakeholders (Execution Planning and Services (EP&S), Performance and Delivery (P&D), Legal, Supply, Operations, Finance, other MP PMTs and Shared Services departments).

External

* Frequent contact with EPC contractor, their sub-contractors, vendors and other third parties during the execution of the project.

* Periodic contact with NFSW Onshore project shareholders.

Job Context & Major Challenge(s)

* Role is located within NFSW Business team, that provides business & commercial management support for project implementation. Role requires to understand the key project drivers, define roles and responsibilities, develop communication protocols, identify, develop and implement project procedures for reporting, cost control and planning/scheduling; identify elements of project design and construction likely to give rise to disputes and claims, communicate and influence across the organisation to ensure delivery of project within the agreed timeframe.

* Major challenges are (1) completing detailed assessments of project controls, cost, schedule and recovery/rectification plans, in short deadlines and a high pressure environment and (2) developing and sustaining relationships with EPC contractor project controls personnel throughout project execution to ensure Company is provided with timely and the best available information to aid decision making.

1. Provide management and technical direction for all facets of the division (scheduling, planning, reporting, change order cost estimating and cost engineering) by establishing a set of project control procedures, guidelines and flow charts to suit project requirement and need to support management decision making process.

2. Lead project control activities, coordinate the input from PMT functions such as engineering, construction, etc.

3. Ensure effective project control measures are executed by the contractor and sub-contractor organisations, with particular emphasis on schedule management, planning and progress monitoring, recommend modifications to management to ensure Company and PMT standards and requirements are met.

4. Provide an interface between Senior Project Manager, Project Manager, Business Manager, PMT members and EPC contractor with respect to cost and schedule performance, reporting and approvals. Implement and update the Project Control Plan, Project Management of Change as required.

5. Coordinate the collecting, consolidating, analysing and reporting of project cost and schedule, control, trend and progress measurement information to ensure overall project status is assessed and potential problem areas identified. Produce cost estimates on the project as requested by project leadership.

6. Review project changes evaluating any schedule and/or cost impact; incorporate the effect and impact of approved changes into overall cost and schedule stewardship and reporting.

7. Manage project workforce planning and resourcing as well as ensure changes are managed fairly using consistent decision making criteria across the project.

8. Monitor contractor's performance and progress in areas of project controls, scheduling, reporting, progress monitoring and cost estimating assessing any discrepancies and reverting to contractor for clarifications/corrections. Establish and maintain appropriate planning systems, fully integrated, and appropriate for the project.

9. Review invoices for compliance and completeness, liaise with the contractors and/or suppliers and the Accounts Payable department in the resolution of queries and disputes. Provide data for accounting and auditing functions and ensures EPC contractor's accounting systems meet Company audit requirements.


Person Specification

Qualifications

Bachelors Degree in Sciences or Engineering

Knowledge and/or Experience

* 12 years experience in multiple project functions and assignments, e.g., project management, engineering, construction, procurement, etc. in the Oil & Gas Industry, including 3 years of Project Management leadership in a Major Oil & Gas Project

Technical and Business Skills

* Extensive experience with Oil & Gas Companies, EPC contractors, sub- contractors, vendors, or service companies involved in the oil and gas industry.

* Broad experience and demonstrated competence in managing across all phases of project execution including start up and handover, and managing technical issues.

* Broad knowledge in project planning, scheduling, cost control, project gating system, project execution plan, risk management, change management, interface management, commissioning, and hand over processes/procedures.

* Extensive knowledge across engineering disciplines, international engineering standards, specifications, design, and execution methodologies. Strong experience with risk assessment approach in decision making.
