Head of SHES Process

Job Purpose


 Providing SHES direction, guidance and leadership to NFS Onshore EPC PMT and CONTRACTOR(s) for fieldwork within the assigned area.

 Support the NFS Onshore EPC CONTRACTOR(s) providing expert Safety, Health, Environment and Security (SHES) advice and guidance to all PMT and CONTRACTOR Project Area Division Managers, and disciplines during all phases of the Project, to achieve the Mission to protect its people, assets and environment.

 Perform oversight of CONTRACTOR(s) and effectively manage a team of SHES Leads and Specialists to promote compliance with all Project & RLIC SHES requirements, and communicate and verify the effective resolution of SHES compliance issues.

Reporting and Relationships

 Reports to: NFS SHES Division Manager.

 Functional SHES support to: Onshore Project Manager - Process.

 Direct Reports: 3 x SHES Leads

Internal

 Frequent contact with relevant Operations and Major Projects group as and when required, and frequent interfaces among various NFS Onshore PMT project teams and departments on issues relating to the position.

 Manages NFS Onshore COMPANY SHES Lead and SHES Specialists at site during EPC phase and coordination of functional support from NFS Onshore specialist SHES functions.

External

 Frequent interface with CONTRACTOR Management and its SUBCONTRACTOR(s), Suppliers and Vendors, in SHES related matters on the premise that both COMPANY and CONTRACTOR organizations are interacting.

 Periodic contact and interface with external parties, e.g.: Ras Laffan Industrial City (RLIC) including HSSE, Planning & Engineering, Fire Engineering, MOPH, MME and MOI etc., as required.

 Periodic contact with Shareholders including , Third Party contractors, vendors and service providers, as required. Contact with Shareholders including Qatar Energy (QE), Third Party contractors, vendors and service providers, as required.

Challenge(s)

* Supports the SHES Team and Project Management in terms of project SHES system requirements (including Qatar Energy LNG HSE&Q) for a large, complex LNG Plant, including associated facilities and infrastructures comprising of two 7.8 MTPA process trains, large and complex utilities, and off-sites.


* Coordinates across multiple, large Contracts - in particular with the SHES Team - to ensure alignment and proper reporting to the organization, including Major Projects Group, Stakeholders (e.g. Qatar Energy LNG HSE&Q and RLIC) and Shareholders.

* This position is involved in the planning and execution of the project SHES management system, including the evaluation of its effectiveness, and the continual improvement of the SHES management system to ensure SHES performance excellence throughout the project duration.

* Job holder manages activities of assigned team, implements approved SHES objectives, develops solutions to SHES related issues using initiative, project procedures, best practices and personal knowledge and experience.

 Work in a multi-faced/ multi-national organizational matrix with a variety of working relationships and interfaces. Senior level position with broad technical and managerial skills with working knowledge of project management

Key Job Accountabilities

1. Supports the NFS Onshore EPC project in all SHES related disciplines and scope of work. Shall be flexible and team-orientated. Act as the key focal point for all SHES compliance field issues.

2. Manages the onboarding of EPC CONTRACTOR, Subcontractors and Vendors to site, ensuring all relevant SHES requirements are met prior to the start of site works.

3. Champion on-site SHES awareness and safe performance with CONTRACTOR and among PMT.

Daily attendance of Toolbox Talks (TBT) and Task Instructions (TI), providing coaching and leadership to CONTRACTOR and its SUBCONTRACTOR(s) to ensure this fundamental communication tools are used to its optimum levels.

4. Provide oversight and guidance for site SHES and Regulatory compliance and performance during project fieldwork including compliance to RLC regulatory requirements. Review and comment on CONTRACTOR SHES Plan and key supporting documents

5. Manage the relevant elements of the Project SHES Management system, its procedures and programs and promote the effective and efficient implementation of risk control and mitigation measures at site in accordance with the requirements stipulated in the Contract Exhibit 5, Appendix III, SHES Instructions Part 1 to Part 5.

6. Use networking, influencing skills, negotiation skills, and technical knowledge to help establish

direction and culture for the NFS Onshore project EPC construction site. Support and promote the project Observation & Intervention program and the Incident and Injury Free (IIF) program.

7. Liaise with internal/external groups as and when required, e.g. QG Operations, Major Projects,

CONTRACTOR, SUBCONTRACTOR(s), RLC, and QP etc. Manage SHES related interface with RLC on behalf of CONTRACTOR when required.

8. Participate in relevant site safety reviews, walkthroughs and audits as required. Participate in pre-

start up safety reviews. Participate in SHES assessments and inspections.

9. Promote and assist in the development of PTW, LOTO and ensure SIMOPS and relevant SHES programs for Pre-Commissioning, Commissioning and start-up are in place and complied with.

10. Drive the continual improvement of the CONTRACTOR SHES management system. Pro-active

identification of negative trends which requires corrective action and remediation.


Minimum Requirements

Qualifications

 Bachelors degree in sciences, safety, health, environment, or engineering.

 TapRoot® Advanced Root Cause Analysis Team Leader (or equivalent RCA tool).

Knowledge and/or Experience

 Minimum of ten (10) years experience in SHES in the Oil & Gas Industry, including two (2) years of experience in a supervisory role, including oversight of service/vendor personnel.

 Experience with Oil & Gas companies, Contractors, or Service Companies.

 Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.

 Advanced knowledge of relevant SHES Management Systems and programs.

 Preferred international project experience with Tier-1 EPC Contractors or Client/Owner PMT, involved in the construction of onshore production facilities (i.e. greenfield and brownfield work).

Technical and Business Skills
