Head of QAQC Pipelines

JOB DESCRIPTION
Job Purpose
Ensures effective implementation of the Project Management Systems (PMS) through managing the implementation of the Project Quality Plan, Quality Processes and Quality Documentation to achieve the Project Quality Objectives.
To successfully manage the Pipelines QA/QC Team to achieve Project Quality Requirements and Project Quality Objectives in line with PMS.
Assures through Quality monitoring and measurement the implementation of PMS & EPCI Contract Quality Requirements, Leading Quality Audit Programs, Quality Surveillance and Quality Self-Assessments.
Develops necessary Quality Procedures, Plans, Work Instructions and provides quality support and guidance to the NFXP Offshore PMT.
Responsible for ensuring the implementation of quality surveillance tools and manages development and maintenance of quality plans that provide direction and guidance to Pipelines Quality Assurance Lead, Coordinators, practitioners, and Pipelines Quality Teams.

Job Context & Major Challenge(s)
Overseas all quality assurance and control activities for pipelines, ensuring compliance with the contract requirements including codes and standards. This role involves close coordination with project, engineering and construction teams to ensure quality deliverables are met throughout all phases of the pipeline scope. The role is under constant pressure to achieve quality goals and targets while maintaining project schedule.

Key Job Accountabilities
1. Implements the Project Quality Management System and Project Quality Plan providing quality planning input for the Quality Assurance Division Manager in the Process.
2. Provides continuous support, coordination, advice and daily/weekly reporting to the North Field Expansion Offshore Project Quality Assurance Division Manager on quality issues concerning PMT discipline execution and the oversight of Contractors/Suppliers. Responsible to manage the Pipelines QA/QC Team on a daily basis to assure achievement of project quality objectives through the Project Quality Plan.
3. Updates the Surveillance Programs and ITP's, implementation and mitigation of NFXP Project requirements related to Onshore and Offshore Quality critical activities. Develops and implements external and internal Project Audit Programs and ensures implementation of the Project Quality Audit, Surveillance, SDR, NCR, CAR Deficiency and other Project QA/QC Processes, Tools, Reports and Deliverables in line with QatarEnergy LNG PMS/CPQ's.
4. Coordinates the failure investigations and development of Root Cause Analysis (RCA) by Contractor, Vendors and Sub-Vendors.
5. Coordinates the quality management activities of Pipelines QA/QC team and maintaining interfaces between PMT's and EPCI QA/QC Team to ensure a consistent, effective Quality approach across the Project; Monitors the Contractors quality performance, provides, and distributes surveillance metrics as described in the QMS Control Procedures.
6. Ensures the implementation of project-specific quality training and orientation; provides direction to the Pipelines Project QA/QC Team in their daily Roles and Tasks.
7. Prepares and manages the PMT Audit Schedule and stewards audit findings to resolution and closure.; reviewing and commenting on Contractor's schedule(s) for internal and external technical and quality audits, and the plans for each audit; ensuring PMT reviews and, as required, approves quality deliverables of Contractor and suppliers (e.g., plans, Criticality Ratings, Inspection and Test Plans).
8. Monitors and Reports Quality KPIs to measure and improve Quality Performance. Prepares and gains QA Assurance Mangers approval of Weekly and Monthly Quality Reports.
9. Ensures that the Pipelines Contractor's engineering and designs comply with the Contract requirements including codes and standards. Provide guidance to the contractor to promote compliance; verify compliance with the Contract and fitness for purpose of the delivered Phases of Pipeline Design, Construction, Installation and Completions.
10. Supports NFXP Offshore Pipelines Project Manager in monitoring the contractor's progress; support respective NFXP Offshore Pipelines Managers in delivery of Quality for the Project; coordinate with Subject Matter Experts (SMEs) with respect to the disciplines involved in Quality aspects of the Project. Be active part of the Contractor and Vendors meetings to address the Quality related.
Qualifications
Bachelor's Degree in Sciences or Engineering.
Knowledge and/or Experience
10 years experience in Quality in the Oil & Gas Industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
Experience with Oil & Gas companies, Contractors, or Service Companies.
Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
Knowledge of relevant Quality Systems, specifications, and tools.
Knowledge of Industry standards.
Management of QA/QC Onshore and Offshore Leads related to report preparation, audits supervisions, data collection and construction activities failure investigation.
Shall have a proven track record or deliverance in challenging project environments in a Project Quality Heads role.
Demonstratable, successful quality completions of International Offshore Pipeline EPC Projects from FEED to Pre-Commissioning, Commissioning, and Handover activities.
Working experience with Engineering Procurement and Construction (EPC) Projects, management of Contractors Quality Management System implementation.
Experience in the development and delivery of External & Internal Audit Programs along with Quality Surveillance Programs.
Experience on Failure Investigations through Root Cause Analysis systems, verification of the mitigations implementation and follow up.
Shall have Welding experience applicable to the NFXP Project related to CRA Welding processes (Qualification, Surveillance, Monitoring), TMCP Pipeline construction, Shop fabrication of subsea structures and piping spools, and Golden Welds, CSWIP 3.2.2 (Level III) will be an advantage.
Enough experience to manage various civil inspection activities especial micro- tunnelling, electrical and Instrument, pre-commissioning and commissioning, review of Quality documentation preparation and hand over.
NDT Experience and certifications on NFXP Project various methods PCN Level II or III (AUT, RT, IVT, IRT, DPT, MUT, etc.) will be an advantage.
Sound written and verbal communication skills with the ability to communicate at all organizational levels. Sound technical, management, supervisory and interpersonal skills.
Technical and Business Skills
A high level of proficiency in written and spoken English.
Computer literacy involving the regular use of professional office applications and some technical applications
