Head of Project Engineering COMP3
Job Purpose
* Provide project management support, execution and technical assistance to the COMP3 Project Manager by ensuring flawless coordination and communication within the COMP3 leadership team and Manage project internal interfaces between disciplines and scope of work.
Reporting and Relationships
* Reports to: COMP3 Project Manager
* Direct reports: 1 Internal
* Frequent contact with the COMP3 Project manager and his leadership team.
* Periodic contact with the NFPS other projects for Coordination and interface such as but not limited to: COMP1, 2, 4, 8A & NFPS Venture Group team member.
External
* Periodic contact with Operation team (OESS/Opco) and Other Departments and their SMEs.
* Frequent contact with EPC Contractor and Suppliers
* Occasional interaction with Shareholder(s), Third Parties and Regulatory Bodies, when support is required to the COMP3 Project manager.
Job Context & Major Challenge(s)
* COMP3 project is part of a large Compression Development Program, this major project consists of the delivery of new facilities (5 new riser platforms, 1 wellhead platform, 110km of CRA pipelines, stalk on risers, cables and FO lines) and the tie-ins/modifications to a large number of existing platforms.
* Working in a highly technical and challenging project management environment, provide daily assistance, Project management and technical support to the Project manager, demonstrating an understanding of the requirements of COMP3 Contract, challenges and priorities. Strong technical background.
* The position will be located in Doha, Qatar but will require multiple and regular travel to project construction sites and missions to offshore sites.
* High focus shall be made to quality, risk management, and delivery schedule.
* Project reporting covering engineering, procurement, construction, installation, offshore brownfield modifications and hook up, commissioning, handover and completion.

Key Job Accountabilities
1. Providing full support to the COMP3 Project Manager, including delegation of tasks and actions.
2. Ensure full implementation of the Project requirements and control of project deliverables in terms of engineering, HSE, Quality, Engineering, Procurement, Project Schedule; verify compliance to the applicable regulations and Company internal Procedures.
3. Transverse coordination between the project disciplines including Business, HSE, Quality, Interface and Planning team.
4. Responsible to develop, maintain and regularly update the project risk register. Anticipate all risks and issues identified on project schedule, initiate appropriate preventive and corrective actions and stuard the resolution in close collaboration with EPC Contractor and Project team. Responsible to action and close out resolutions identified for risks; regular reporting and meetings to be organized in close collaboration with the LP Coordinator, Business Manager, NFPS Business & Control Manager and Project Manager.
5. Manage the implementation of lessons learned from previous project into COMP3 execution phase including feedback from the operation team. Capture and report COMP3 project lessons learned.
6. Steward COMP3 Project Gate Reviews 7. Prepare and coordinate project documentation for COMP3 Project Manager review and
approval: letters, decision records, technical notes, interfaces queries and agreements, technical presentation, Project Gates deliverables
8. Steward project critical path review committee 9. Responsible to identify and monitor critical interfaces with other COMP's project and
Operation, propose and follow up mitigations measures 10. Responsible to close-out multi-disciplinary related issues in close collaboration with the
Project Manager. Assist the Project Manager to close-out cross Project issues as requested to support each Project Milestones.
Qualifications
* Bachelor's degree in Engineering.
* 10+ years of experience in the Oil&Gas Industry with at least five years demonstrated as Project Engineering Management on EPCI Projects involving leadership skills, management of contractor and vendor engineering team and challenging project delivery schedule.
Knowledge and/or Experience
* Experience in managing project risks and critical interfaces.
* Good Engineering Practice applicable to the Oil and Gas industry.
* Familiar with International Codes and Standards.
* The Head of Project Engineering position requires solid technical and organizational experience with respect to multi discipline, and with the ability to solve problem, to identify the risks and to propose mitigations measures.
Technical and Business Skills
* A high level of proficiency in written and spoken English.
* Computer literacy involving the regular use of professional office applications and some technical applications.
* Excellent Organization, Planning, Execution & Tracking Skills
* Excellent communication / written skills and ability to work with different disciplines and people from a variety of cultural backgrounds.
* High awareness of working practices associated with risk assessments, multi-discipline coordination and design reviews.
