Job Specification


Job Purpose

  • Manage HSES and environmental compliance for NFXP Offshore Project in line with State of Qatar regulatory requirements and international standards and steward environmental regulatory liaison and permitting for the Company.

Key Accountabilities

(Duties include but not limited to)

  • Lead the Project HSES Centre of Excellence team in analysing the project HSES performance (leading & lagging indicators) and deriving strategies to improve the project HSES performance and culture. Project HSES focal point for Incident Injury Free (IIF), Behaviour Based Safety (BBS), Life Saving Rules (LSR), HSES Reporting, Incident investigations, HSES Climate Survey and HSES Audits.
  • Coordinate with the IIF consultant to design and promote IIF program for the project, its implementation, monitoring, and audit. Oversee the IIF consultant activities and liaise as needed; develop strong working relationships with consultant, contractor and sub-contractor HSES teams. Instrumental in preparing the IIF charter, training schedule and its progress.
  • Ensure the development and implementation of integrated Project HSES Reports; carry out HSES data analysis and provides HSES Division Manager and Project Manager insight. Support HSES Division Manager in collating Project HSES data from contractor and providing monthly, quarterly, and annual HSES performance report as per project, shareholder and corporate HSEQ requirements.
  • Support the HSES Division Manager to constitute the project safety committees and update Company management and project safety committees of IIF and BBS program progress. Gather insights on at-risk trends and their reasons, identify barriers and obstacles to safe behaviour. Ensure at-risk trends are analysed and actions plans developed by the contractor.
  • Develop and implements annual integrated HSES audit program. Focal Point for HSES audit from Company PMT side. Ensure contractor conducts all HSES Audits as per plan and findings are close out. Work with the third-party consultant to facilitate and monitor project annual safety performance and annual safety climate survey.
  • Focal point for project Incident Reporting & Investigation and oversees the contractor incident reporting, investigation and tracking process. Support the contractor investigation teams with required technical expertise. Facilitator of Project LSR committee.
  • Lead Governmental environmental permits approval for all projects to ensure that project meets timeline. Lead the review process for all environmental plans and environmental impacts assessment studies and risks.
  • Manage the review of all environmental projects plan to effectively identify all risks using systematic assessment techniques and ensure that the best environmental technology/practices are infused into design, construction, and operation.
  • Manage compliance and technical support to environmental protection initiatives, including environmental monitoring, waste management and emergency response programs. Manage environmental compliance programs that verifies and validates performance, identifies, and prioritises areas requiring improvements and co-ordinates internal controls to evaluate progress to improve environmental performance.
  • Steward implementation of Management System (QGMS) on a consistent basis for NFXP Offshore Project to support compliance with Company process.

Reporting and Relationships

  • Reports to HSES Division Manager-NFXP Offshore.

Internal

  • Regular contact with Major Projects PMT, HSE&Q, Operations Department.

External

  • Regular contact with Directors of Ministry of Environment and Climate Change (MOECC), Ministry of Energy and Industry (MoEI), LES (Laffan Environmental Society) and other companies within the region.

Job Context & Major Challenge(s)

  • Operates in a complex multi-national, multi-cultural environment with mandate to promote awareness of the serious consequences associated with the poor execution of the environment function within Company.
  • Challenge to drive complex environmental permit negotiations with regulators for critical QatarEnergy LNG and venture expansion projects and provide innovative and sustainable solutions to environmental issues
  • Drives best practice methods and utilize the best available technique for evaluating regulatory compliance with applicable regulations, implementation of Management System (QGMS), performing audits.
  • Ensure compliance with emerging State of Qatar and global environmental regulations and standards.

Minimum Requirements


Technical and Business Skills

  • Excellent command in English language (demonstrated

communication and written skills).

  • Computer literate (proficient with MS Office, basic use of environmental computer software).
  • Strong interpersonal skills and the ability to work with and lead a team sometimes under significant time constraints.
  • Adaptability to work in a multicultural environment, with wide exposure to various cultures and customs.
  • Confident and clear presentation development and delivery.

Qualifications

  • Bachelor's Degree in Engineering, Science or Safety.
  • Behavioural safety Trainings and certification.
  • NEBOSH International General Certificate.
  • Recognised Certificate in Environmental Studies.

Knowledge and/or Experience

  • 10 years' experience working in a world class organisation with preference for oil & gas, process or petrochemical industries including at least 5 years' in environmental management and HSES excellence (IIF, BBS, HSES Audits, incident investigations).
  • International environmental standards and regulations, best practice management.
