Contracts Lead

Job Details
Job Purpose
- Lead and oversee a team of contracting professionals in devising contract strategies, executing tenders, and supporting service contract administration, to ensure contract compliance and corporate controls for optimal service delivery to end users.
Key Job Accountabilities - I
- Improve and advise on the Contracts division input into strategic roadmap, annual objectives, Key Performance Indicators (KPIs) with associated metrics, to achieve department and corporate strategic objectives.
- Ensure compliance of the tendering and contracting processes including, Invitations to Tenders (ITT), evaluations, and subsequent award to ensure corporate controls are sustained and risk exposure is mitigated.
- Coordinate the contracts tendering process and advise to resolve on technical or commercial queries, to ensure best in class service offering is provided to meet end user service requirements.
- Ensure effective contract administration / post award activity of relevant contracts(s) are sustained to ensure service providers are meeting contractual obligations, correctly applying contract terms and conditions, and are properly executing the contract scope.
- Ensure the effective use of contract management systems and tools to protect and promote contracting process sensitivity, and applicable controls, to protect the high standards and reputation of QatarEnergy LNG.
Key Job Accountabilities - II
- Review and advise on the annual demand plan development and oversight the compliance to the timely execution of the demand plan while maximizing the procurement value and meeting the end user expectations.
- Evaluate effectiveness of applicable division L3 processes and associated procedures to eliminate process bottlenecks by recommending business Improvements opportunities to enhance service offerings and customer satisfaction for end users and stakeholders.
- Assure and improve service providers performance and coordinate / align with Market Intelligence commodity trend analysis to determine and implement negotiating strategies that optimize service cost and facilitate quality service.
- Facilitate peer reviews, internal and external audits, Table of Financial Authority (TOFA) reviews, and other applicable areas associated with Service contracts to ensure the controls are maintained and identified gaps are corrected.
- Evaluate and improve people development in alignment with department and corporate strategies to ensure quality succession planning and performance management is in place and sustained.
Qualifications
- Bachelor's degree in engineering, supply chain management or commercial discipline.
Knowledge and/or Experience - I
- 9 years' direct experience oil and gas industry with contracting / procurement experience including 3 years' supervisory experience.
- Good knowledge of supplier relations, contracts law, and industry best practices.
