Job Specification
Job Purpose
- The Construction Superintendent Piping is responsible for the delivery of all aspects of Piping Construction overseeing the fabrication, installation, and commissioning of piping systems in CO2 Sequestration Project. This role involves ensuring that piping systems meet regulatory standards and project specifications, coordinating with project management teams, and conducting tests to verify the integrity and strength of the systems. Ensures that related technical requirements (e.g., project specifications, data sheets, etc.) developed during EPC fully comply with project requirements. Effectively collaborates and interfaces with Facilities Team and EPC contractor engineers and Operations personnel (as required) to ensure that the Piping and Layout scope of supply is fully integrated and optimized. Provides oversight of the EPC contractor's, and as required, Vendor's and/or Construction Subcontractor's production of associated deliverables within project budget and schedule.
Key Accountabilities
(Duties include but not limited to)
- Maintains close liaison with Head of Facilities and Facilities Team counterparts and gains alignment on Piping engineering needs, objectives, and requirements.
- Owns the preparation and stewardship of Piping scope of work in contract and stewards design alternative studies, as required, to optimize project cost and schedule.
- Collaborates with Operations to maintain alignment on Piping scope of supply.
- Provides Piping and Layout engineering data (narrative, charts, graphs, etc.) for the monthly progress reporting and stewardship.
- Ensures quality assurance and production timing of the Piping engineering deliverables is in accordance with the approved project execution schedule.
- Stewards the timely delivery of technical attachments and scope description to all Piping related purchase orders and owns the Piping related technical attachments and scope description to all fabrication and construction contracts.
- Stewards Piping engineering design in accordance with the project's change management program.
- Responsible for being knowledgeable of lessons learned from previous projects with the same contractor and capturing and communicating Piping engineering and design lessons learned for the current project.
- Assesses contractor capability and ensures Piping engineering or other technical support is available to address gaps.
- Stewards the Piping engineering schedule and critical milestones (LLI procurement, engineered equipment procurement; ROS dates, etc.); develops and stewards recovery plans to address any schedule delays.
- Stewards the FEED contractor's Piping related activities with respect to Piping and Layout engineering execution.
- Review Project deliverables such as Project procedures/requisition etc.
- Evaluate contractors and services.
- Take part in the bid review for field construction packages.
- Enter requisitions or notify EPC Contractor for field material shorts.
- Check if Requisition are basing project specification etc.
- Take part of 30%, 60 % and 90% 3D Model review to provide constructability related inputs.
- Organized Constructability review workshop to collect idea which is very much useful for execution.
- Review project scope, look for complimentary and or conflicting projects/jobs etc. (The construction coordinator may be the one that recognizes this as they are the common focal point from engineering and the plant on multiple projects.)
- Lead pre-construction (Kick-off) meeting with successful contractor(s).
- Review Project construction schedule, pre-task planning and project execution documents such as: method statements/JSA, standing instruction, dossiers & Work permit requirements to ensure comprehensive safety and feasibility for the Project.
- Ensure construction plans are developed in accordance with QE rules, regulations & standards permit to work procedures as applicable.
- Promote/Monitor and assist Contractor in the implementation of site-specific SHE&Q programs to meet safety awareness/improvement strategy & objectives among team, consultants and contractors, emergency response and evacuation drill programs.
- Enforce the rules and measures to take Safety & Quality from beginning to prevent re-work, which will safely cost and time together with Safety of peoples and to deliver a Quality plant to world premier
- Assure all work meets safety and environmental regulations and procedures; facilitate "Life Critical" permits for contractors assuring proper notification and signatures of proper plant personnel (LOTO (lock-out/tag-out), Hot Work, Line Break, Confined Space, and Critical Lifts). Witness and document contractor toolbox safety meetings and participate in incident reviews involving contractors.
- Manage/monitor/ influence and appraise contractor's contraction activities of compliance project objectives and contractual requirements/ performance and recommend corrective action to be taken where deficiencies are detected; verify action are taken.
- Coordinate/locate interfaces and interactions with contractors and subcontractors, and with existing operation and finalize them.
- Interface agreements are the main hurdles of this project, finding them and taking them-up in early stage is prime target to be able to execute the project on schedule.
- Project documents register, Materials delivery schedule (Permanent or temporary) and it's updating, follow-up and truly forecasting is also a prime target in our schedule.
- Report progress, performances, initiatives, issues, area of concerns and challenges to Project Manager and represent appropriate staff meetings.
- Report weekly highlights to the Construction Division Manager including digital field pictures.
- Provide input to and review development of contractor's detailed realistic plans to complete the work.
- Coordinate resolution of production and technical issue with appropriate company and contractor resources on and off-site.
- Ensure appropriate material handling and work environment reviews are carried out at site and that findings are resolved and implemented by contractors.
- Administer the execution of contract, including interpretations to the contract.
- Review field change potential request and change assessments in accordance with management of change plan to asset in claims avoidance.
- Develop and implement plans to ensure that the handover of facilities takes place in a timely and effective manner to support safe and productive operations.
- Gather daily construction reports from contractor and or maintenance to include information on weather, Productivities, and daily, major, achievements (Review "Daily Construction Log").
- Project Construction System wise Schedule addition to unit wise integrated with PMC scope of work realistic, effective (Full detailed) and monitoring systems (Various reports to make, remind Contractor, Sub-Contractor of their performance and asking them to act accordingly)
- Keeping the progress on schedule (Worked with Contractor, Sub-Contractors to mobilize additional personnel's, effective supervisions, Cranes, portable supporting equipment, tools etc. considering existing productivities. Making Contractor Supervisions leading the Site in lieu having weak Sub-Contractors Supervision)
- Under direction of the Construction Division Manager, lead the final field activities required to close a project (i.e. any construction related changes)
Reporting and Relationships
Job Context & Major Challenge(s)
- Effective stewardship of EPC contract, ensuring EPC contractor delivers Piping scope in accordance with project requirements, from contract award until delivery of EPC Piping Dossier and/or assignment of LLI to EPC contractor(s).
- Maintaining relationships with stakeholders (e.g., Operations, SEQ) to ensure alignment on overall delivery of the Piping scope.
- Maintaining constructive and positive working relationship with EPC contractor to ensure delivery of Piping scope as per plan and in accordance with project requirements.
- As part of the CO2 Sequestration Project Construction management team led by Construction Division Manager, Support for construction execution, risk-based evaluation of complex technical issues, ensuring construction deliverables (Method Statements/ JSA & JHA) are compliant with project requirements, while meeting required Qatar Energy LNG quality expectations.
- Must be able to manage the respective priorities, drivers and challenges of the stakeholders while maintaining focus on their respective objectives.
- Ensure there is quality, effectiveness and consistency in the Construction processes, systems, procedures, and work products.
- Manage multiple internal and external interfaces across Qatar Energy LNG and EPC Contractors - require effective communication, initiative, flexibility, and collaboration.
- Works effectively within established policies and procedures and participates in the further development of these to meet changing needs.
- Works on large capital expenditure projects in a highly dynamic team environment that has tight-deadlines, high pressure and visibility, requiring accuracy, initiative and the ability to multi-task as essential skills.

Minimum Requirements

Qualifications
- Bachelor's degree in Mechanical Engineering
- Extensive experience in greenfield construction and brownfield construction and operations in a leadership and supervisory role
Knowledge and/or Experience
- 8 years' experience in Piping and Pipeline Construction supervision level with overall responsibility for EPC construction execution in a major oil and gas project experience
