Construction Lead


Job Purpose

 Provide coordination and supervision of the EPC construction activities related

to the NFW Offplot projects and review the engineering documents prepared in FEED and Detail phase related to the construction aspects. The resource, in the initial stage, will be mainly dedicated to the RLIC port dredging works and area reclamation.

Reporting and Relationships

 Reports to Project Manager (Dredging)  Direct reports: None Internal  Frequent contact with various project teams and departments within PMT,

and QELNG operations in addressing Dredging related issues requiring interface.

 Periodic contact with RLIC, and Operations Engineering in addressing Dredging/ civil issues requiring effective communication, initiative, flexibility and an ability to foster collaboration

External  Frequent contact with EPC Contractor/subcontractors, Vendors, Specialist

consultants and External organizations like Port authorities, Security department

Job Context & Major Challenge(s)

 Complex marine conditions & underwater works: dredging in open and busy port environment, coordinating land reclamation, sediment disposal, breakwater construction with tight quality and environmental standards.

 Critical scheduling and resource constraints: aligning equipment mobilization, inspection and approvals ,vessel operations, marine plant availability to minimize idle downtime.

 Regulatory and environmental compliance: working within standards for turbidity control, protected habitats near Ras Laffan

 Interface management: between port infrastructure, shipping team, dredging contractors, and LNG/LPB and other terminal operations to avoid scope gaps or safety conflicts.

 Be inventive on construction execution and methods, bring experience from other large and complex projects, in particular Dredging works.

 Position is Doha based initially and then subsequently in Project Site Offices in Ras Laffan, Qatar

Key Job Accountabilities 1. Perform as a safety leader through setting and exhibiting the highest safety standards of

behavior and actions to the workforce. Actively participate in Toolbox Talks, Task Instructions and site safety walkthroughs.

2. Oversee site mobilization, manpower and resource planning, and execution of major construction packages.

3. Manage interfaces with engineering, procurement, commissioning teams, and contractors to

ensure seamless workflows.

4. Review, comment and approval of construction related deliverables submitted by the EPC Contractor.

5. Monitor progress, productivity, costs, change orders, and schedule, raising mitigation actions

as needed.

6. Resolve field issues in collaboration with engineering and stakeholders especially those related to project operational and project logistics activities.

7. Evaluate Contractor performance, ensure deliverables and safety compliance, and manage

inspections.

8. Manage RFIs, change orders, progress payments, and interaction with EPC contractors and consultants.

9. Assist in development of Project Execution Plan (PEP), Safety Plan, QA/QC plan specific to marine/dredging works and ensure adherence during construction phases.

10. Responsible for monitoring time and status of the EPC material delivery at site.


Qualifications

 Bachelor's degree in Civil, Mechanical, or Construction Engineering.

Knowledge and/or Experience

 8 years experience in construction roles, including 4 years in the Oil & Gas Industry, and including 1 year experience in a supervisory or acting role, or oversight of contractor/sub- contractors/service/vendor personnel.

 Extensive experience with Oil & Gas Companies, EPC contractors, sub- contractors, vendors, or service companies involved in the oil and gas industry.

 Experienced and competent in managing across all phases of project execution including start up and handover, and managing technical issues.

 Experience in berth design and Seabed dredging is an advantage.  Strong knowledge of EPC/EPCI process, codes (ASME, API), and

constructability reviews, Risk assessments and Job safety analysis.  Proficiency with construction scheduling tools (Primavera/MS

Project), cost tracking, and quality systems.

Technical and Business Skills

 Fluent in written and oral English.  Strong leadership skills, personal integrity, experience guiding and

assisting contractor teams.  Strong analytical, organisational, coordination and planning skills.  Good written and verbal communications skills and ability to interact

/ interface at all levels.  Good mediation skills including conflict resolution, problem-solving,

creative thinking, influencing and empathy.  Proficient in Microsoft Office suite of software programs, etc.  Deep knowledge of industry codes, standards and practices for civil

discipline
