Commissioning Lead - Mechanical


JOB DESCRIPTION


 The Mechanical Commissioning Lead shall provide guidance and support Mechanical Commissioning oversight and direction to the project's main contractor and sub vendors. Effectively collaborates and interface with Facilities Team and EPC contractor engineers and Operation personnel. Provide coverage for multiple EPCs workshops, shop inspections and factory testing when and where required. Oversee all aspects of the Contractor Electrical Commissioning team and provide oversight and guidance for the delivery of the Comp 3 Scope in Doha that include but not limited to 5 new Jackets, 6 new Topsides Decks, new Pipelines, new Spur lines, new Composite Cables, new Fibre Optic Cables many of these being new Risers and J Tubes added to existing structures and 45 minor and major extensive modifications to 34 platforms .

Reporting and Relationships

 Reports to Head of Commissioning

Direct Reports: None

Internal

 Frequent contact with NFPS Compression Shared Engineering team and various EPC teams as needed.

 Periodic contact with Operations, HSEQ and Engineering

External

 Frequent contact with EPC contractor and associated vendors, and subcontractors if requested.

 Periodic contact with Shareholder representatives.


 Residential Contract, the work will be executed in different sites where the Mechanical Commissioning Lead will be subject to be assigned to throughout the project execution phase (i.e. EPC fabrication yard in Qatar and/or outside Qatar, offshore platforms/jack up barge). The Mechanical Commissioning Lead must be able to manage the respective priorities, drivers, challenges and site constraints in close collaboration with the Systems Completions Division manager, The Head of Commissioning, Head of Completions and other stakeholders while maintaining focus on safety, quality and planning. The context and challenges of the position are summarised as follows:

o 5 new Jackets, 6 new Topsides Decks, new Pipelines, new Spur lines, new Composite Cables, new Fibre Optic Cables many of these being new Risers and J Tubes added to existing structures and 45 minor and major extensive modifications to 34 platforms and Fiber optic cables onto the existing offshore facilities.

o Complex Brownfield modifications on involving Structures, Process, Instrumentation & Control, Electrical, HVAC, Piping and Mechanical, and Telecom disciplines.

o Decommissioning activities (pipelines and topside equipment)

 Work scope and specific activities that will require production shut down will have to be executed within predefined COMPANY Shut Down windows driven by the onshore LNG trains maintenance activities. Mitigations and alternative plan must be developed and proposed to minimize or avoid any project initiated shut down activities outside the predefined COMPANY Shut down windows. The Head of Brownfield Construction should ensure readiness of the Contractor, supporting and fulfilling the requirements of Company shutdown preparedness gate process.

 Support the various EPC PMTs for electrical detailed design, risk-based evaluation of complex technical issues, ensuring detailed design deliverables are compliant with project requirements, while meeting required QatarEnergy quality expectations.

 Provides Electrical system commissioning expertise.

 Coordinates the delivery (content and timing) of electrical deliverables in accordance with project requirements from EPC Contractor.

Key Job Accountabilities

1. Coordinate the activities of the EPC contractors, vendors and subcontractors, if required, to ensure quality assurance and production timing of the Mechanical deliverables is in accordance with the approved project execution schedule and budget.

2. Support tendering process for EPC ITTs and develop EPC ITT packages for Mechanical discipline for future EPC projects in accordance with the approved project execution schedule and budget.

3. Support various EPC PMTs by reviewing documents and/or attending workshops/meetings when requested to ensure quality timing of electrical deliverables is in accordance with the approved project execution schedule and budget.

4. Analyse technical attachments and scope description of all electrical related purchase orders to ensure compliance with scope description in related contracts.

5. Maintains close liaison with NFPS Mechanical Leads, QE OPCO, Head of Facilities and Facilities Team counterparts and gains alignment on Mechanical system engineering needs, objectives, and requirements.

6. Responsible for being knowledgeable of lessons learned from previous projects with the same contractor and capturing and communicating Electrical system engineering and design lessons learned for the current project.

7. Assesses Contractor capability and ensures Mechanical system engineering or other technical support is available to address gaps if required.

8. Stewards the Mechanical system engineering schedule and critical milestones (LLI procurement, engineered equipment procurement; ROS dates, etc); develops and stewards recovery plans to address any schedule delays.

9. Verifies that the EPCs Contractor provides all contract documents for Mechanical system scope, including those referred to in the contract if required.

10. Verifies that the EPCs Contractor to controls the Mechanical system scope, i.e. accurate and timely progress measurement and reporting if required.


Qualifications

 Bachelors Degree in Applied Sciences or Engineering.

Knowledge and/or Experience

 8 years experience with large-project commissioning in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.

Technical and Business Skills

 Experience with Oil & Gas companies, Contractors, or Service Companies.

 Expert in reading P&IDs, Datasheets, General Arrangement drawings and procedures.

 Knowledge in projects execution, engineering, operations, pre- commissioning, commissioning and systems completion.

 Knowledge in compliance with contract requirements including codes and standards, and contract technical specification compliance.

 Experience with vendors operating in the LNG industry, such as compressors, power generation, control systems, topsides, etc.

 Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc. Experience in start-up support to Operation.
